Senator Abubakar Bukola Saraki CON, (Kwara Central, Nigeria), Chairman, Senate Committee on Environment & Ecology and Founding President of GLOBE Nigeria presented a case study on Nigeria’s Climate Change Adaptation legislation at the International Conference on Climate Change Adaptation, policy, practice and legislation which took place between 2nd – 4th July in Beijing, the Chinese capital. Given the changing climate we currently face, policymakers and legislators are facing new challenges in development planning and responding to climate impacts across a range of sectors. Therefore, the conference which was aimed at addressing some of the challenges facing policy makers and legislators and equip them with increased awareness, decision-making tools and good practice examples to implement across developing countries, was adjudged to be very timely.
Speaking during the event, GLOBE Nigeria member Hon. Hassan Anthony Saleh, (Federal House of Representatives, Nigeria) who presented on behalf of GLOBE Nigeria President, Senator Bukola Saraki, emphasized that one of the key pillars of the Federal Government’s Vision20:2020 is investment in low carbon fuels and renewable energy and achieving that goal requires high growth in diversified enterprises, resilient socio-economic systems, funding, research, policies, legislation and equitable sustainable socio-economic and environmental development.
Senator Saraki commended the Agricultural Transformation Agenda of the Federal Government in developing drought resistant sorghum varieties as a key piece in climate change adaptation response to increasing unpredictable rainfall patterns in Nigeria. He called for more work in sustaining an enabling environment, adequate institutional and human resources, capacity building and availability of adequate resources to address mitigation and adaptation initiatives on climate change. Saraki also expressed the need for south-south cooperation through GLOBE initiatives to develop sustainable legislative framework(s) that can help Nigeria respond to climate change through adaptation and mitigation strategies.
According to Mr. Innocent Onah who coordinates GLOBE Nigeria Secretariat, sharing international experiences across policy makers, practitioners and legislators is a healthy practice under a South-South framework because it has the potential of assisting Legislators mainstream climate change adaptation into development planning across sectors, thus presents opportunities for international and regional cooperation. Mr. Innocent reported that delegates from over 24 countries participated in the conference including Angola, South Africa, Kenya, Rwanda, Mauritius, Philippines, Nepal, Jamaica, Grenada, Seychelles, Micronesia, Costa Rica, Bangladesh, India, Mexico, Indonesia, Thailand, Nigeria, China, Japan, Switzerland, United Kingdom, and Canada. Notable international speakers include His Excellency, Sebastian Wood, British Ambassador to China, and His Excellency, Jacques De Watteville, Swiss Ambassador to China.
At the end of the conference, participants developed and agreed on the need to establish a principled and flexible model of climate change adaptation in order to pursue the goals of increasing the resilience and adaptive capacity of societal and ecological systems. These principles included planning, implementation, evaluation and dynamic refinement. The conference was organized by the Adapting to Climate Change in China (a joint project between China’s NDRC, Swiss CIDA and British DFID) in partnership with the INTASAVE and GLOBE International (The Global Legislators Organization).
