The Regional Off-Grid Electricity Access Project (ROGEAP), executed by ECOWAS and the West African Development Bank (BOAD) with financial backing from the World Bank, Clean Technology Fund (CTF), and the Netherlands Government (DGIS), is initiating a comprehensive regional program to enable non-solar enterprises to enter the off-grid solar energy sector.

This program is designed to broaden electricity access throughout West and Central Africa by strategically partnering with established non-solar enterprises—especially those possessing strong distribution channels, solid customer relationships, and proven operational expertise. ROGEAP aims to support these companies through technical guidance, capacity development, and financial connections, enabling them to integrate into the solar value chain and help scale solar energy adoption in marginally served areas.

Through utilising the market presence and infrastructure of companies from industries including retail, fast-moving consumer goods, consumer electronics, and logistics, ROGEAP will develop a more comprehensive and sustainable solar marketplace throughout the region.

Qualification Criteria

  • Must be profitable, well-established companies in fast-moving consumer goods (FMCG), retail, or consumer products sectors.
  • Possess extensive rural distribution channels.
  • Demonstrate readiness to investigate solar market potential.
  • Based in one of the 19 ROGEAP participating nations.
  • Women-owned enterprises receive priority consideration.

Participating Nations:

Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo.
