In 1974, Nigeria had four central labour organisations namely The Nigerian Trade Union Congress (NTUC) led by Wahab Goodluck, the Labour Unity Front (LUF) led by Michael Imodu, the Nigerian Workers Council (NWC) led by Ramon and the United Labour Congress of Nigeria (ULCN), the only labour union officially recognized by the Nigerian government which was led by Kaltungo and Odeyemi.
When NLC was established, it ended so many years of rivalry and rancour involving the four central labour organisations and unions affiliated to them. The need to restructure was obvious under the NLC as there were over 1,000 union groups and affiliations at the time. Under the NLC, it was brought down to 42 industrial unions.

In 2008, NLC held a 30th anniversary lecture recognising the leadership of Wahab Goodluck and 30 years of struggle.
